OBJECTIVES: Chapter 2.24 of the Weed Municipal Code provides for the preparation and carrying out of plans for the protection of persons and property within the city in the event of an emergency; the direction of the emergency organization; and the coordination of the emergency functions of the city with all other public agencies, corporations, organizations and affected private persons.
LEVEL OF SERVICE: A disaster council consisting of the mayor, director of emergency services, assistant director of emergency services, chiefs of emergency services as provided in the emergency plan of the city, and representatives of organizations having official emergency responsibilities as appointed by the directror with the advice and consent of the city council, develops and recommends for adoption by the city council emergency and mutual-aid plans and agreements. The disaster council meets upon call of the chairman. The Weed Municipal Code designates the city administrator as the director of emergency services. The Code also provides the specific duties of the director of emergency services including: the procedure for proclaiming a "local emergency" and "state of emergency"; to control and direct the effort of the city emergency organization; to represent the city in all dealings on matters pertaining to emergencies; and during a proclaimed emergency to make and issue rules and regulations with council confirmation as soon as possible on matters reasonably related to the protection of life and property as affected by such emergency, and to requisition necessary personnel or materials.
