WEED CITY COUNCIL

                                                  SPECIAL MEETING

                                               NOVEMBER 21, 2000

 

 

The City Council of the City of Weed held a special meeting on Tuesday, November 21, 2000, at 5:30 p.m. in the Council Chambers at City Hall. 

 

Mayor Neva Barnett called the meeting to order and led recitation of the Pledge of Allegiance.  Present, in addition to Mayor Barnett, were Council Members Amelia “Mel” Borcalli, and Vince Tallerico.  Also present were City Administrator Earl Wilson, Finance Director M. Kelly McKinnis, Police Chief Martin Nicholas, Fire Chief Darin Quigley, Public Works Director Craig Sharp, and City Clerk Deborah Salvestrin. 

 

                                             PUBLIC BUSINESS FROM THE FLOOR

 

Mayor Barnett invited comments from the audience on specific agenda items or any item of interest that is within the Council’s jurisdiction noting that no action could be taken by the Council except to set the matter presented for the next regular Council meeting.  There were none. 

 

 

COUNCIL MEMBER REPORTS AND COMMENTS

Council Member Borcalli thanked the Public Works Department for patching holes and putting up the holiday decorations. 

 

AGENDA

A.  Canvass of Ballots:  Resolution of the City Council declaring the results of the November 7, 2000, general municipal election 

Council Member Brian Ramsey arrived at 5:39 p.m.  City Administrator Wilson reported the receipt of the canvass of the returns of the consolidated general election and reviewed the results. 

 

Council Member Tallerico moved, seconded by Council Member Borcalli, that the reading in full of the body of Resolution No. 24-2000 be waived, said resolution being introduced and adopted by title only.

AYES:              Council Members Barnett, Borcalli, Ramsey and Tallerico

NOES:              None

ABSENT:         Council Member Obuchon

 

Council Member Tallerico read the title of Resolution No. 24-2000 and moved adoption, seconded by Council Member Borcalli, said resolution being in the words and figures following:

RESOLUTION NO. 24-2000

A RESOLUTION OF THE CITY COUNCIL

DECLARING THE RESULTS OF THE

NOVEMBER 7, 2000, GENERAL MUNICIPAL ELECTION

WHEREAS, on the 7th day of November, 2000, a municipal election duly took place in the City of Weed in accordance with all due notices and requirements of law; and

WHEREAS, the governing body of the City of Weed, duly convened at the Council Chambers of said City on the 21st day of November, 2000; and

WHEREAS, the governing body of said City has, at said date, time, and place, formally canvassed the results of the aforesaid election:

NOW, THEREFORE, it is hereby set forth and found that:

a.  A total of 1,520 votes were cast in the City.

b.  The names of the persons voted for and the votes received were:

Chuck Sutton                                    483

Joel Obuchon                                    337

Mel Borcalli                                       685

c.  Each person above named ran for the office of City Council of the City of Weed.

FURTHER, BE IT RESOLVED that Chuck Sutton and Mel Borcalli are elected to the office of City Council of the City of Weed for the term ending in 2004. 

FURTHER, BE IT RESOLVED that the City Clerk of the City of Weed is hereby directed to administer the oath and complete all other formalities as set forth in the Elections Code of the State of California.

UPON ROLL CALL, THE VOTE WAS:

AYES:              Council Members Barnett, Borcalli, Ramsey and Tallerico

NOES:              None

ABSENT:         Council Member Obuchon

 

 

B.  Administration of the Oath of Office to the Newly Elected Council Members

Council Members elect Chuck Sutton and Mel Borcalli approached the front of the dais where City Clerk Salvestrin administered the oath of office and then the new Council Members each took a seat on the dais. 

 

 

C.  Election of Mayor and Mayor Pro Tempore by the Council

City Clerk Salvestrin assumed the chair of the meeting and called for nominations for the office of mayor. 

 

Council Member Tallerico nominated Council Member Borcalli, and there being no further nominations, City Clerk Salvestrin closed nominations and called for the vote for Council Member Borcalli for the office of Mayor.  The vote was:

AYES:              Council Members Barnett, Borcalli, Ramsey, Sutton and Tallerico

NOES:              None

ABSENT:         None

 

Newly elected Mayor Borcalli assumed the chair and called for nominations for the office of mayor pro tempore.  Council Member Ramsey nominated Council Member Tallerico.  There being no further nominations, Mayor Borcalli closed nominations and called for the vote for Council Member Tallerico for the office of Mayor pro tempore.  The vote was:

AYES:              Council Members Barnett, Borcalli, Ramsey, Sutton and Tallerico

NOES:              None

ABSENT:         None

 

Mayor Borcalli read a statement calling for unity and volunteerism in the community, support for the hard working City staff, and thanking former Mayor Neva Barnett for her hard work and dedication. 

 

 

D.  Police Department Personnel: Consideration of creation of a sergeant’s position

City Administrator Wilson reported receipt of request submitted by the Police Department to add a sergeant’s position to supervise the new community services program. 

 

Police Chief Nicholas explained that the position is subject to the grant funding expected for the next three years, but it is understood that in the absence of the funding, the position must be vacated.  Chief Nicholas recommended promotion of a current patrol officer to that position, and Council members questioned qualifications.  Chief Nicholas stated that three officers are qualified to test for the position. 

 

Council Members briefly discussed the program’s proposed start up date and the application period, and then Council Member Barnett moved, seconded by Council Member Tallerico, that the position of sergeant be created as proposed.

STAFF REPORTS

Finance Director McKinnis reported that Crystal Geyser currently has plans in for an expansion, and the truck stop will be opening early next year.  City Administrator Wilson added that the truck stop’s general manager has been hired and was here over the weekend to tour the town and look at housing. 

 

 

ADJOURNMENT

A.  Closed Session:  Conference with labor negotiator -- Agency negotiator:  Council-appointed negotiating team; Employee organization:  Miscellaneous and Safety Bargaining Units

Council Member Barnett moved adjournment to closed session.  Council Member Ramsey seconded the motion.

NOES:              None

ABSENT:         None

 

Council adjourned to closed session at 5:59 p.m. and returned to open general session at 7:05 p.m. 

 

City Administrator Wilson reported that the City Council met in closed session pursuant to Government Code §54957.6 to conference with labor negotiators at which time a status report was given but no action taken.

Council Member Barnett moved adjournment and Council Member Ramsey seconded the motion.
