SPECIAL MEETING
NOVEMBER
13, 2000
The
City Council of the City of Weed held a special meeting on Monday, November 13,
2000, at 5:30 p.m. in the Council Chambers at City Hall.
Mayor
Neva Barnett called the meeting to order and led recitation of the Pledge of
Allegiance. Present, in addition to
Mayor Barnett, were Council Members Amelia “Mel” Borcalli, and Vince
Tallerico. Council Member Ramsey had
reported, prior to the time of the meeting, that he would be late.
Also
present were City Administrator Earl Wilson, Finance Director M. Kelly
McKinnis, and City Clerk Deborah Salvestrin.

BUSINESS FROM THE FLOOR
Mayor
Barnett invited comments from the audience on specific agenda items or any item
of interest that is within the Council’s jurisdiction noting that no action
could be taken by the Council except to set the matter presented for the next
regular Council meeting. There were
none.
A. Redevelopment project: Council will hear a report from the Redevelopment Association survey team and receive information as to how the process works and the advantages or disadvantages (if any) for considering redevelopment in the City of Weed.
City Administrator Wilson reported the purpose of the meeting is
to receive an evaluation of whether the City should proceed with a
redevelopment program. Mr. Wilson
reviewed that the City Redevelopment Agency was formed many years ago however a
redevelopment plan was not adopted.
After recent Council interest in redevelopment, the City contacted the
California Redevelopment Association and an evaluation was scheduled.
City Administrator Wilson introduced Russ Watson with the
California Redevelopment Association, Don Fraser with Fraser & Associates,
and Brent Hawkins with McDonough, Holland & Allen who came to the City as a
team to perform the evaluation.
Russ Watson reviewed the Redevelopment Advisory Service offered
by the California Redevelopment Association and the membership and history of
the Association.
Brent Hawkins explained the redevelopment and plan adoption
processes, and how it applies to Weed.
Mr. Hawkins defined blight and explained that redevelopment helps
communities get rid of blight and prevent its return. Mr. Hawkins noted that redevelopment agencies are required to
dedicate 20 percent of its resources to affordable housing.
Don Fraser described tax increment financing based on property
taxes and how the redevelopment agency is funded.
Council Member Ramsey arrived at 5:50 p.m.
Mr. Fraser cautioned that the redevelopment plan process is
lengthy and can be very time consuming for staff. Mr. Fraser also stressed the importance of public participation
during the process.
Mr. Fraser and Mr. Hawkins discussed various areas of Weed that
could qualify as a redevelopment area including the core or downtown area and
surrounding neighborhoods. Discussion
also was had about the south Weed area and an area extending into the County
where the Morgan Products facility is being torn down. It was noted that an area outside of City
limits could be designated as a redevelopment area upon agreement made with the
County.
At the conclusion of a question and answer period,
Mr. Watson, Mr. Fraser, and Mr. Hawkins thanked the Council for its time, and
noted the availability of their firms if the Council decides to proceed. The Council was appreciative of the
presentation and the information presented.
Council
Member Borcalli moved adjournment, and Council Member Tallerico seconded the
motion.
