SPECIAL MEETING
JUNE
29, 2000
The City Council of the City of Weed held a special
meeting on Thursday, June 29, 2000, at 4:00 p.m. in the Conference Room at City
Hall.
Mayor Neva Barnett called the meeting to order. The Pledge of Allegiance was dispensed with
due to the lack of a flag. Present, in
addition to Mayor Barnett, were Council Members Amelia “Mel” Borcalli, Joel
Obuchon, Brian Ramsey, and Vince Tallerico.
Also present were City Administrator Earl Wilson, Finance Director M.
Kelly McKinnis, Police Chief Martin Nicholas, Fire Chief Darin Quigley, Public
Works Director Craig Sharp, and City Clerk Deborah Salvestrin.

BUSINESS FROM THE FLOOR
Mayor Barnett invited comments from the audience on
specific agenda items or any item of interest that is within the Council’s
jurisdiction noting that no action could be taken by the Council except to set
the matter for the next regular Council meeting. There were none.
Mayor
Barnett moved to dispense with parliamentary procedure in order to conduct the
meeting in workshop forum. Council
Member Borcalli seconded the motion.

Council
agreed to adjourn no later than 5:30 due to previous commitments of several of
the Council and staff.
A. Budget
for Fiscal Year 2000/2001
City Administrator Wilson introduced
the budget document that was distributed to Council prior to the time of the
meeting and explained the Fund Analysis and Budget Summary pages.
Council reviewed and discussed
various aspects of the proposed budget for the coming fiscal year including
proposed improvement programs planned by different departments. Council also discussed a number of fund balances
and the State funded loan and grant programs with relation to the budget.
Council Member Tallerico moved to
adopt the budget as proposed, motion seconded by Council Member Borcalli.

B. City
Hall: Consideration of options for
building renovation/rehabilitation
The
City Council reviewed proposed a drawing of City Hall which depicts
possibilities for rehabilitation of the exterior including a remodeled front
entry way on the east side. Council
discussed options for siding materials, and rough estimates for the
options.
Council
Member Tallerico moved to go out to bid for the siding and the front
steps. Council Member Obuchon seconded
the motion.
