REGULAR MEETING
JUNE
8, 2000
The City Council of the City of Weed held a regular
meeting on Thursday, June 8, 2000, at 7:00 p.m. in the Council Chambers
at City Hall.
Mayor Neva Barnett called the meeting to order and
led recitation of the Pledge of Allegiance.
Present, in addition to Mayor Barnett, were Council Members Amelia “Mel”
Borcalli, Brian Ramsey, and Vince Tallerico.
Also present were City Administrator Earl Wilson, City Attorney Allen
King, Police Chief Martin Nicholas, Public Works Director Craig Sharp, and City
Clerk Deborah Salvestrin.
Council Member Tallerico moved to excuse the absence of Council Member Obuchon, and Council Member Ramsey seconded the motion.

BUSINESS FROM THE FLOOR
Mayor Barnett invited comments from the audience on
specific agenda items or any item of interest that is within the Council’s
jurisdiction noting that no action could be taken by the Council except to set
the matter presented for the next regular Council meeting. There were none.
Council Member Tallerico apologized to the Council for missing the last meeting due to a problem at work. Mr. Tallerico also welcomed new Council Member Ramsey and expressed hope that candidates Gerry Sprunger and Harold Baltar try again for Council in November.
Council Member Borcalli reported on
the Adopt-A-Street program kick-off that was held with a small ceremony at the
Gazebo at City Hall when certificates of appreciation were distributed to those
who volunteered to adopt a street.
Mayor Barnett congratulated all the
Weed graduates, and then reported her attendance at the County Board of Supervisors
meeting when use of the tobacco settlement fund was considered. Mayor Barnett noted that various groups and
individuals appeared before the Supervisors and one was a group of South County
doctors and nurses who presented a petition asking for some money to be put
into the Weed Community Center where various programs such as tobacco cessation
could be held. Mayor Barnett stated
that the Board took no action and has scheduled another meeting in August.
Mayor Barnett also made note of the
California Department of Forestry driver training class that is being held at
College of the Siskiyous adding that watching the maneuvering of those big fire
trucks through timed drills is fascinating and fun. Mayor Barnett then
reviewed a New York Times travel section regional report that described various
things to do in northern Shasta and southern Siskiyou Counties.
A. Discussion of request to regulate noise generated by truck “retarder” devices
City Administrator Wilson reported
receipt of citizen request to see what can be done about the regulation of
noise generated by trucks braking on the highway and freeway.
Chief Nicholas reported researching
the matter some time ago, when it was determined that municipalities might not
have authority to regulate the use of the braking devices.
City Attorney King reported seeing
signs in Lake County that read “Trucks go easy on the Jake brake”.
Mayor Barnett reviewed discussions
with a local professional driver regarding the use of the brakes, the benefit
both in fuel costs and safety, and the modification of the device that can make
it loud.
Chris Phillips, owner of Trailer
Lane RV Park, stated that the brake noise heard at her place of business is a
nuisance, and that she subsequently did some research on the Internet regarding
the use of the braking device and what can be done to decrease the noise.
Mayor Borcalli moved that staff research the use of
signs and or citations to attempt to regulate the noise. Council Member Tallerico seconded the
motion.

City Administrator Wilson reviewed
the progress of the Sign Committee’s efforts to make recommendation regarding
an ordinance amendment. Mr. Wilson
noted that the Committee has come up with items that were given to the City
Attorney to be formulated into an ordinance and the Committee will meet again
on June 13, 2000 to review the proposed ordinance.
Mayor Barnett stated that all items listed under the
consent agenda are considered to be routine and will be enacted by one motion,
and there will be no separate discussion of the items unless members of the
audience or Council request specific items be removed from the Consent Agenda
for discussion prior to the time the Council votes.
Mayor Barnett asked if there are items to be removed from the consent agenda. There were none.
Council Member Tallerico moved,
seconded by Council Member Ramsey, to approve the consent agenda as published
including approval of minutes of April 27, May 11, 18 and 25, 2000; approval of
Claims #26725 – 26739, # 26823 – 26832, # 26847 – 26862, # 26864 – 26901, 26919
- 26948 in the amount of $129,532.70; and Financial Status Report for Month
Ending May 31, 2000

A. Claim #26863to D & R Hardware in the amount of $201.35
Council Member Borcalli stepped from the dais due to a financial conflict of interest. Council Member Tallerico moved, seconded by Council Member Ramsey, to approve the payment of Claim #26863to D & R Hardware in the amount of $201.35.

Council Member Borcalli returned to the dais.
Public Works Director Sharp reported
that the chip/seal road project would be postponed one week due to unfavorable
weather forecasts. Mr. Sharp also noted
receipt of plans for the rehabilitation of City Hall, and added copies will be
distributed to Council for review prior to action at a future meeting.
City Administrator Wilson reported
distribution of the draft of the proposed budget for Fiscal Year 2000/2001, and
asked Council to schedule a meeting for a budget work session. Council agreed to have a special meeting on June
29 at 5:00 p.m.
Mayor Barnett reminded the Council,
staff, and audience that the next regular meeting of the Council will commence
at its new time of 6:00 p.m.
